Title:
| Implementation of cleaner production (CP) methods and BAT into Polish metal finishing enterprises |

Short project description:
| Total number of Polish plating shops, industrial painting enterprises and similar industrial plants of different size is estimated to about 1000. They discharge into natural surface waters many tons of heavy metals like toxic chromium, nickel, zinc and copper, some cyanides, harmful mineral acides and theirs salts, oils and other organic substances with high emission to the atmosphere of volatile toxic compounds. The main Polish rivers, which flow into Baltic Sea, collect a great part of pollutants generated by industry.
Wide implementation of CP methods and BATinto Polish metal finishing enterprises can substantially reduce or even minimize the load of high toxic substances discharged into Baltic Sea and save water, material and energy.
The project is addressed to the industry, in particular to SME’s which work in anticorrosion protection sector by protective coatings application (electroplating, painting, hot-dip galvanizing, thermal spraying, PVD/CVD and related coatings).
Lack of practical CP methods and good understanding of CP principles is observed in many Polish enterprises. The project aim is to improve the existing situation and promote introduction of more sustainable technology (replacement of hazardous chemicals, trough application of alternative technological processes free of toxic compounds) in Poland.
The activities:
-identify nearly all enterprises which needs improvement (CP, BAT) and recognise their resources and waste management
- prove of convenience of Ecopartners project data base and network for transfer of knowledge
- identify cooperation ideas
- education and preparing the SME’s for transfer of technology
- implementation of CP methods at selected industrial SME’s
- dissemination of results via technical conferences, seminars, workshops and consulting

| Background
The development of Latvian companies towards an environmentally friendly production is expected to have started when Latvia joins the EU. To meet market demands and become sub-suppliers for companies in the EU, environment and quality management systems are needed to be built up according to International Standards.
Aim of the project
The aim of the project is to create cross-business networks of Swedish and Latvian export oriented small and medium sized enterprises.
Through these networks, the participating companies will be able to create business opportunities identify and coordinate knowledge gaps in order to implement environment and quality management systems (ISO 9000 and ISO 14001). In addition, the companies will get the opportunity to gain knowledge on how to develop and improve work safety and work environment.
Targets
Initiate 5-10 cross-business networks of small and medium sized enterprises. 6-8 companies from Sweden and Latvia should participate in each network.
In each network, at least 2 business contacts should have been created at the end of the project
Activities and time plan
The project runs from August 2002 to December 2003. It includes the following main activities:
- A market analysis will be done, to serve as a basis for choosing participants for the project. This will be done in cooperation with the Baltic 21 Institute.
- At seminars, analyses of participating companies present situation (adopted to International Standards ) will be conducted. .
- Cross-business networks of small and medium sized enterprises will be initiated. When business relations have been established, the participating companies will use the “Vallentuna Model” to reach consensus regarding environmental and work safety issues.
