Finance for economic development administrative reconfiguration, social change, legislative work to enable candidate countries meet the criteria for membership of the EU.

Estonia, Latvia, Lithuania and Poland.

Organisations which may benefit from the programme:
Implementing agencies may be national, regional or local administrations, foundations or financial intermediaries such as banks or investment agencies.

Procedure to be followed:
All programmes selected must be approved by the phare management committee. For the most part, the programmes are tendered by the local implementing agency on a restricted tender basis. The tenders are published on the EuropeAid Co-operation Office website (see below).
