General Objective:
To support the process of transition to market economies and democratic societies in the partner countries of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.

Type of Actions:
The provision of technical assistance to build enduring capabilities in government and industry in the partner countries. This is achieved mainly through transfer of know-how and expertise through organised formal training, through cooperation or twinning between EU and partner organisations, and also by experts from the EU working with the organisation in the Tacis country on a specific project. 

Start and end of programme:
2000-2006 phase III.

Level of contribution:
100 % 

Baltic 21 country which may benefit from the programme:
The Russian Federation.

Organisations which may benefit from the programme:
Private sector, public administration sector, higher education institutions and NGO's in the Tacis partner countries can be beneficiaries.

Procedure to be followed:
Programming is done on the basis of dialogue between the EU and the partner countries concerned, providing overall objectives and structure to Tacis support. Each partner country has set up a structure to coordinate external assistance, supported by Tacis-funded experts. An EU expert/consultant has access to upcoming projects through the publication of tender opportunities on the EuropeAid Co-operation Office website (see below).
